But where first? This is really huge job and everybody is going to want their state done first. The lines they use.


Does it matter where first? Put it up for discussion, see who's enthusiastic, and then decide where to start by looking at demand/need versus cost/benefit, population density, existing rail options, and all the rest of it. There has to be some rail wonks out there who can make convincing cases that their areas need priority in obtaining nationalised rights-of-way. (Personally, I'd vote for starting with everything in the Baltimore-Boston corridor.)
